looks: white hair with sort of a ponytail and close to the emo's iron crutain. wears black to make it harder to see in the dark. she wears padded shoes to silence her footsteps even when running (you can see it's downsides). her eyes are sky blue and seem to reflect some sort of hatred.

specialties: stealth combat, surprize attacks, and knowing most human vital, pressure, and immobilization points.

weakness: stepping on things that would normally hurt the feet, weapons don't have much power (other than the scythe), and slow ranged weapons.

Background-Jack is leader of a special forces unit.They go by the name Unit X.There are over 1000 people in the unit..and there are more people joining everyday.It is unknown by the government and has destroyed 12 terrorist organizations.They make solo missions with a backup team.Just like Foxhound did.Ofcourse there missions are stealth.He started the Unit when he was 24.Jack is still leading the Unit today.....

Skills-Cares about his Unit and makes sure they all get home....alive.A very good leader.TRaining his men to be the best at stealth.Is one of the best at stealth.

Okay Lemme explain the whole speed thing he's fast but not that fast as you said; the sense of that speed is that he uses a distortion device that along other things has the ability to make him look faster then he appears combined with his killing speed is what make him him a "blur.
